VTU students in a bid to get VTU exams cancelled or postponed have started a campaign against VTU exams on Twitter with #VTUexamination. However, VTU has not agreed to the students' demands. Instead, Visvesvaraya Technological University (VTU) issued confirmation on its official website that the 1st year exams will not be postponed. The University will conduct the 1st year exams as per schedule from 19th April 2021. To facilitate students in attending the exams, the Colleges will also be providing a bus facility to the students. Furthermore, VTU issued Standard Operating Procedures (SOPs)/ Exam Regulations for the conduct of exams during April 2021. Generally, everyone is to follow social distancing norms during the conduct of exams. Additionally, VTU issues new COVID-19 guidelines keeping in mind the safety of students, staff and others amidst the surging second wave of COVID-19 which has gripped the entire country and Karnataka registering thousands of cases over the weekend.

 

Standard Operating Procedures for Students for VTU Exams April 2021

1. Colleges will perform thermo gun check so you must report to the college 1 hour 30 minutes before your exam time.

2.You must carry your hall ticket and college id without fail.

3.You must ensure that you wear a face mask and hand gloves.

4.You must sanitise your hands before entering the college campus and after signing the attendance sheet.

5.You cannot share things such as a water bottle, hand sanitiser, calculator, drawing instruments with other students.

6.You must adhere to the social distancing norms at all times.

7.If you have symptoms of fever, cough/cold, you must request the college one day in advance to seat you in a separate room.

Aug/Sept 2020 Exam Frequently Asked Questions

1 Postponement of exams

The examinations have been scheduled as per the directions of UGC and State Govt. The time table has already been published and students may visit https://vtu.ac.in/en/category/time-table/ for time table.

It is not possible to give gap between the subjects as the exams, (including backlog exams) must be completed before September 30. The time table has been notified a long time back and students have made their travel and stay arrangements, which will be disturbed, if the time table is altered.

The questions paper pattern for current terminal semester students is of open choice and student are required to answer any five full question out 10 questions.

As per Special Regulations notified on 24-7-2020

(https://vtu.ac.in/en/administration-circulars), students may appear for next examination which will be considered as first attempt.

Students who wish to improve their performance are permitted to appear for exam next time, teh same will be considered as first attempt.

6 Online classes conducted for terminal semester Offline classes were conducted till 14th Mar 2020 and online classes are conducted for rest of the syllabus. Preparatory classes from 1st to 14th Aug 2020 were conducted online.

As per VTU Special Regulations, Colleges were directed to receive softcopy. The College shall not insist for hardware and hardcopies of the project report.

All Viva-voce based examinations wherein viva-voce is the only component for SEE are to be conducted online.

8 Hostel facilities College are informed to provide hostel facilities to students as per their request, following SOP.

Exemption from Home Quarantine For VTU Students Outside Karnataka

1. The candidates reporting for VTU exams from Outside Karnataka State have been permitted to be treated as "Business travelers" without undergoing 14 days quarantine

2. There is no need of 14 days "Home quarantine" and as such the Candidates are advised to report at the BRCs(Border Receiving Centres) at the Airport/ Railway Station/ Bus terminus, as special business travelers coming for VTU examination by producing the VTU Examination hall ticket and College identity card. Upon that, they will be allowed to proceed to the College Campus with a 'Quarantine Stamp' and they would be camped inside the College premises.

3. The list of those candidates who have reported to the Colleges shall be e-mailed (daily) to registrar@vtu.ac.in without fail (as per below format). If there is any discrepancy or if they are found outside College campus, necessary action will be taken against such candidates as per law.

Instructions for Aug/Sept 2020 Exams

(1) a.Regular Students

Students of terminal semesters of UG & PG programs have to answer many five full questions, irrespective of Modules.

b.For Eligible Arrear Students

The question paper pattern remains unchanged as per respective scheme.

(2)VTU instructs all chief superintendents to make seperate seating arrangements for Regular students (terminal semesters) and Arrear students.

(3)Room invigilators must announce the instructions provided in the question paper to the students before the start of the examinations.

This is with reference to the special regulations announced by the University with regard to the examinations and academic calendar for UG and PG Programmes 2019-20 and research programmes. In continuation to the same, the following guidelines are prescribed to all the Autonomous institutions under VTU.

Guidelines to Autonomous institutions under VTU

i)All Autonomous colleges shall follow the above special regulations ensuring fair opportunity to all students and maintain the sanctity and quality of examinations. The Autonomous colleges are permitted to conduct current terminal semester examinations in off-line (pen and paper)/ online/blended mode. They could also conduct the required number of contact hours for the supplementary semester (through online/ offline/blended mode) and conduct the examinations for all the semesters as per the usual prescribed practice . However, it should be noted that, current terminal Semester End Examinations (SEE) must be conducted for the normal duration of 03 Hours and normal question paper pattern with open choice.

ii) The University would be providing formula for deciding the grades for intermediate semesters which would be based on the current CIE marks and SEE marks of immediate preceding semester. The Autonomous institutions must prepare the grade sheets for intermediate semesters as per this formula. The supplementary/ fast track semester should commence only after the announcement of the grades for intermediate semesters, so that the student who do not get the passing grades could register for the supplementary semester if they desire

iii)Autonomous institutions should commence the examinations for the terminal semester not prior to the 10th of August 2020 and the whole process is to be completed before the 30th September 2020 as per the regulations.

iv) In case if any of the failed students have registered for the current even semester, he/ she has to appear in the supplem entary Semester End Examination (SEE) with CIE marks of the current semester only.

v) All the Autonomous institutions must submit their examination time-table and calendar of events to the University sufficiently in advance.

vi) All the Autonomous institutions must maintain the records related to the conduct of SEE examination for terminal semester and grade calculations for intermediate semester at least for a period of I year. These records may be verified by the University authorities if required.

vii)The Autonomous institutions should discuss all these examinations and academic matters in their Academic Council and Governing Body and forward a copy of the proceedings to the University.

Standard Operating Procedures for Aug/Sept 2020 Exams

VTU issues Standard Operating Procedures for Aug/Sept 2020 exams.The Principals of Constituent, Affiliated and Autonomous Engineering Colleges are requested to adhere to the Standard Operating Procedures notified hereunder.

Guiding Principles

1. To ensure the safety and health of all stakeholders while conducting examinations.

2. The basic principles of social distancing must be observed at all times and locations.

3. Provide a safe and stress free environment for students to attend examinations in this difficult time of COVID-19 pandemic.

 

General Instructions

1. As per UGC letter cited in reference 1 above, "Hall Ticket and College ID cards by students and college ID cards carried by staff will be treated as a pass for the movement of students and staff in case there is a restriction on movements in certain areas." The same has been brought to the notice of the State Government and it is expected that there will be an instruction from the Government to all local authorities in this regard.

2. Students returning to colleges from outside Karnataka are required to follow 14 days of home quarantine. Colleges are informed to make arrangements in their hostels to accommodate all such students as the students may not be able to avail PG facility or private arrangements for their stay during the conduct of examinations.

3. Students returning to colleges from within Karnataka have no restriction on their movement or the need for quarantine. Guidelines for Principals of Colleges

1. All colleges and institutions shall strictly abide by the instructions, guidelines and orders issued by UGC, Central and State Governments concerning the opening of educational institutions and safety and health.

2. All colleges shall unfailingly safeguard the interest of all stakeholders and give highest priority to health and safety of all the concerned by following the protocols for preventive measures.

3. All staff must be present throughout the conduct of examinations to facilitate the implementation of SOPs.

4. Colleges shall arrange for the presence of a doctor and adequate number of paramedical staff on the days of the examination with adequate arrangement made for an ambulance.

5. Principal of the college shall bear the overall responsibility for organising and implementing the SOPs during the examination. For this purpose, Principals are instructed to form a core "COVID-19 SOP Implementation Task Force" under the charge of a senior faculty member and adequate number of members to take care of different aspects of implementation and monitoring of SOPs.

 

Signages, Sanitary Facilities on Premises

1. Proper signages, symbols, posters etc. should be displayed at appropriate place to maintain social distancing.

2. Cleanliness and hygiene conditions as per safety and health advisories by the concerned government departments are to be maintained at all places.

3. All the trash bins should be cleaned.

4. Adequate arrangements for safe drinking water be made on the campus.

5. Adequate supply of water in wash rooms and for hand washing must be ensured.

6. Dustbins must be cleaned and covered properly.

 

Attendance Records of All Exam Functionaries

1. Record of all exam functionaries will be maintained in the system for future reference and traceability.

2. Record, including contact information, of all people involved in the examination process, including invigilators, exam functionaries, housekeeping, security and other support staff shall be maintained through manual/automated system for quick retrieval in case it is required to contact them.

 

Sanitisation of College Transportation Facilities

1. Proper sanitization of buses, other transport and official vehicles of the institutions must be ensured each day.

2. Proper sanitisation measures must be observed by the staff operating college buses.

 

Entry and Exit Monitoring and Social Distancing Measures

1. Proper signages, symbols, posters etc. should be displayed at appropriate places to maintain social distancing and avoid crowding at entry and exit points.

2. There should be proper markings with at least 2 metre distance where students stand while waiting for opening of the college gate. Exit of students should permitted one by one.

3. Measures must be taken to maintain minimum distance of 2 m and avoiding crowding at critical points such as entrances, hand sanitiser stations, wash rooms etc.

4. Senior Staff should monitor the entry and exit. Thermal Screening of students, wearing of face mask, sanitizing of hands etc. shall be compulsory and colleges shall make proper arrangements to ensure the same at all times and locations.

5. Adequate arrangement of thermal scanners, sanitizers, facemasks, and hand gloves at all entry and exit points including the reception area. Wherever necessary, students should be given fresh face masks and hand gloves.

6. Arrangements must be made to ensure physical distancing at locations such as canteens, entrance lobbies, or other locations where students are likely to gather in large numbers.

 

Staff and Student Safety Measures

1. Thermo gun temperature check must be done at staff entrance point

2. If any staff or exam functionary fails to meet the thermo gun check, hefshe shall be asked to leave the examination centre immediately.

3. Every exam functionary must wear face mask and hand gloves at all times. Fresh face mask and hand gloves must be used by exam functionaries and other staff.

4. Sanitizer bottles should be arranged at the entry gate, examination rooms, staff/control rooms etc. and should be regularly replenished.

5. Liquid hand wash bottles should be provided at all wash rooms and should be regularly replenished.

 

Sanitisation of Premises (See Annexure 1)

1. All washrooms should be cleaned and disinfected.

2. All door handles, staircase railing, lift buttons, etc. should be disinfected.

3. Wheelchairs, if present at the examination centres, should disinfected.

 

Sanitisation Procedures at the End of Each Day

1. Used face masks and hand gloves should disposed only in a pedal push covered bin placed at the Examination Centre and outside the examination room/hall and not in open bins.

2. Used face masks and hand gloves discarded at the examination centres or outside the examination centre in trash bin bags at suitable place and must be safely disposed of as per standard guidelines issued by health authority (See Reference 1).

 

Guidelines for Seating Arrangement and Sanitisation of Exam Halls

1. To ensure physical distancing, institutions should have adequate number of rooms and capacity to meet the proper seating arrangement for examination. Minimum distance between two students should be 2 metres.

2. Only one student must be seated per bench and positioning of benches must ensure the minimum distance of 2 metres between students.

3. The number of students per room/hall must be restricted to ensure this minimum physical distance between students.

4. Entire examination centre floors and walls, doors, gates, should be sprayed with disinfectant.

5. Candidate Seating Area should be thoroughly sanitized (desk and chair) after every session.

6. One hand sanitiser bottle must be provided in the charge of the Room Supervisor of each Exam Hall and it must be continuously replenished as required.

 

Guidelines for Examination Functionaries

1. The lnvigilators, while on duty, should be continuously wearing face mask and hand gloves.

2. The students should be asked to sanitize their hands after signing the Attendance Sheet.

3. Students having symptoms of fever, cough and cold should be made to sit in a separate room.

 

Guidelines for Students

1. Students must report to college 1 hour 30 minutes before start of examination in order to facilitate thermo gun check, hand sanitisation and maintaining physical distancing.

2. Students must carry their Hall Ticket and College lD card at all times as it will additionally serve as a pass for movement in restricted areas.

3. Students must wear a fresh face mask and hand gloves at all times and locations.

4. Students must sanitise their hands at the time of entry and after signing the Attendance Sheet.

5. Students are permitted to carry their own hand sanitiser and water bottle into the exam hall, if they wish.

6. Students must not share anything with other students, such as water bottle, hand sanitiser, calculator, drawing instruments etc.

7. Students must strictly maintain social distancing at all times and locations and avoid gathering in a crowd.

8. If a student has symptoms of fever, cough and for cold, they must request the college one day in advance, to seat you in a separate room. This will ensure the safety of your fellow students and staff.

9. Enter and exit college premises and exam hall in an orderly fashion and maintain adequate physical distance at all times. Do not crowd or gather in large numbers.

 

Guidelines for Conducting Exams Separately for Students with Fever, Cough and/or Cold

1. Colleges must identify at least 4 exam halls to accommodate students who may turn up for the exam with fever, cough and for cold.

2. Students with fever, cough and/or cold must inform the college at least 1 day in advance so that arrangements to seat them in a separate room can be made.

3. Students seated in separate rooms must be seated at a minimum physical distance of 4 metres from each other.

4. Exam functionaries taking up duty in such separate rooms must wear face mask, hand gloves and face shields at all times. They must sanitise their hands at frequent intervals.

5. Such separate rooms must be disinfected thoroughly after each session and should be sealed and not used for at least 24 hours.

 

Handling Exceptions

1. Any staff found to have fever, cough and/or cold must immediately leave the college premises and asked to report to a fever clinic or seek medical advice.

2. Any student found to have fever, cough and/or cold must be seated in a room separate from other students.

3. If any student happens to come to college without face mask or hand gloves, they must be provided with a fresh face mask and hand gloves.

 

Annexure 1- Guidelines for Preparation and Use of 1% Sodium Hypochlorite Solution

1. Surfaces to be disinfected must first be cleaned with a cloth to remove dirt and dust and then sprayed with 1% Sodium Hypochlorite solution disinfectant prepared as described below.

2. All surfaces, such as tables, door handles, benches, chair handles, telephones, switches, lift buttons, computer systems, keyboards and any other surface that is likely to be frequently touched by multiple people shall be wiped with clean cloth dipped 1% Sodium Hypochlorite solution and air dried for 1hour before exams.

3. Staff entrusted with disinfecting exam halls must wear face mask, hand gloves, face shield and preferably PPE .

In this live session, he was addressing students and their parents on academic and examination related matters.Now, VTU has released an official circular with details of the special regulations with regard to Aug/Sept 2020 exams for UG & PG programs & Research programs.

 

Special Regulations with regard to Examinations and Academic calendar for UG and PG Programs 2019-20 and Research Programs

Preamble

COVID-19 pandemic has set new normal in various fields. Extensive usage of online teaching-learning platforms, mentoring and monitoring of students in a remote mode are few such new trends experienced by Academia in these difficult times.

All the Affiliated, Constituent and Autonomous colleges under Visvesvaraya Technological University have conducted these online teaching-learning sessions with a fair degree of seriousness, though there are few doubts about its effectiveness due to various constraints.

Hon'ble Vice Chancellor of VTU did assess the effectiveness of online sessions across various regions of the State through various stakeholders such as Principals, Teachers, Students and few social organizations working for Students community. According to this survey, 70-75% of the students were reached through these Online sessions, but the coverage of the syllabus and the learning by the students is not consistent across. As per the reports received from the colleges, more than 95% of the students have participated in Continuous Internal Evaluation (CIE) with good performance. Also, it was strongly opined that, mere online classes will not serve the purpose but, these need to be blended with few class room sessions.

Hon'ble Vice Chancellor also deliberated with few senior experts from Higher Education domain viz. former Vice Chancellors, authorities from organizations such as Accrediting agencies, Higher Education Councils both at National as well as State level, Industrialists, Corporate Leaders, Recruiters etc. A series of discussions were also held with the members of the Executive Council, Academic Senate, Chairpersons of Boards of Studies and Principals of colleges under VTU. All these deliberations and discussions were about the possible issues those may come up with regard to the examinations and framing of Academic Calendar in view of COVID 19 pandemic.

As per the order from Govt. of Karnataka and guidelines issued by UGC (References as above), following regulations are to be followed for all the Affiliated, Constituent and Autonomous institutes under Visvesvaraya Technological University.

Special Regulations for Conducting Examinations/Assessment

Visvesvaraya Technological University will adopt Special Regulations as per the UGC Guidelines dated 29-04-2020, Revised UGC Guidelines dated 06-07-2020 and order of the Government of Karnataka dated 10-07-2020 for conduct of examinations/assessment, which are as follows:

1. UG and PG Students of Current Terminal Semesters:

The following special regulations are made with reference to the examinations of current terminal semester students:

a. All examinations of current terminal semesters of UG and PG programs, except subjects involving Viva Voce examinations, shall be conducted in off-line (pen and pa per) mode, so as to be completed by the end of September 2020. Question papers of current terminal semester exams will have open choice and normal duration as per the applicable scheme.

b. Examinations of UG and PG programs of Project Work and any other subject where the SEE is in the form of Viva Voce, shall be conducted preferably through online mode,with both internal and external examiners from the same college. Reports of such Viva Voce examinations can be submitted in soft copy format and demonstrate working of experiments/fabricated machines etc. through video recordings.

c. Backlog examinations of current terminal semester students shall be conducted in off line (pen and paper) mode. Question papers of backlog subjects shall have normal choice and normal duration as per the applicable scheme.

d. In case a student of current terminal semester is unable to appear in the examination for whatever reason,he/she will be given an opportunity to appear in the immediate next examination, whenever it is conducted next. In such case, appearance will not be considered as an additional attempt. e. Students of current terminal semester who wish to improve their grade in any subject/course of the current terminal semester examination will be given one additional attempt to attend the examination in that subject/course during the examinations conducted next. In such a case, student will be awarded the better of two grades and that appearance will not be considered as an additional attempt.

2. UG and PG Students of Current Intermediate Semesters :

The UG and PG students of current intermediate semesters shall be assessed based on UGC Guidelines considering their CIE marks and performance in the immediate previous semester. The formula for deciding the grades will be notified separately. The following special regulations are made with reference to students of current intermediate semesters:

a. Grades of UG and PG students of current intermediate even semesters in s ubjects other than those covered in (b) below,shall be the sum of 50% marks on the basis of CIE and the remaining 50% marks on the basis of performance in previous semester only. The formula for deciding the grades will be notified separately. In case if any specific advisories or directives are received from statutory bodies such as UGC/AICTE/CoA, the same shall be considered in the formula for deciding the grades.

b. Examinations of all current intermediate even semesters conducted in the form of Viva Voce shall be conducted preferably through online video conferencing platforms, with both internal and external examiners from the same college. Reports of such Viva Voce examinations can be submitted in soft copy format. The CIE and SEE shall be as per the scheme applicable to those examinations.

c. Students of current intermediate even semester who wish to improve their grade in any subject/course of the current intermediate semester assessment will be given one additional attempt to attend the examination in that subject during the examinations conducted next. In such a case, student will be awarded the better of two grades and will not be considered as an additional attempt .

d. The scheme of "carry forward" (for the subjects in which the student has failed) shall be allowed for the current academic year in the University and every student,shall be allowed to register for the next permissible odd semester based on the most recent even semester completed by the student. However, such students shall clear the examination for the subject in which he/she has failed/remained absent, in the immediate two examinations (odd and even semester) conducted next and gain eligibility as per vertical progression regulations of the University. 3. UG and PG Students with Backlog Subjects: University will conduct backlog examinations of all subjects of UG and PG programs. All UG and PG students, including students currently ineligible for admission to next odd semester, can attend backlog exams in offline (pen and paper) mode.

4. UG and PG Students Currently Ineligible for Admission to Next Academic Year:

Students who are currently ineligible for admission to next odd semester can attend exams of their backlog subjects in offline (pen and paper) mode. In addition, they will be allowed to next odd semester as per 2 (d) above.

5. UG Students of One Time Exit Scheme:

Students of OTES who have gained eligibility to attend exams of any semester shall attend the examinations in offline (pen and paper) mode.

6. Attendance of Current Even Semester:

Regarding the requirement of minimum percentage of attendance for the students, the period of lockdown may be treated as 'deemed to be attended' by all the UG and PG students.

7. Internships:

VTU will adopt the following measures for internships and related activities to ensure the safety and interest of all stakeholders:

a. Allow the students to take up online internships/ activities including activities that can be carried out digitally or otherwise from home

b. Engage them to work as interns on ongoing projects

c. Delay the start date of the internship

d. Reduce the period of internship and clubbing it with assignments etc.

8. Autonomous Colleges:

All Autonomous colleges shall follow the above guide lines ensuring fair opportunity to all students and maintain the sanctity and quality of examinations. The autonomous colleges are permitted conduct current terminal semester examinations in off­ line (pen and paper)/online/blended mode. They could also conduct the required number of contact hours for the supplementary semester (through online/offline/blended mode) and conduct the examinations for all the semesters as per t he usual prescribed practice.

9. Research Examinations and Entrance Test:

As per UGC Guidelines dated 24-09-2020, following special regulations are made with reference to Research Examinations:

a. Pre Ph.D. Comprehensive Viva Voce and Final Viva Voce examinations will be conducted using online video conference.

b. Research Entrance Test will be conducted in online mode.

 

Tentative Academic Calendar

As per the framework prescribed by the above referred order of Government of Karnataka,the tentative dates for the Academic and Examination events would be as under:

Note: Odd Semester of Academic Year 2020-21 shall be of 6 days/week (as per AICTE)

These regulations have been formulated without compromising the quality of technical education, sanctity of academic expectations and integrity of examination process and keeping in mind the safety and welfare of students, staff and all stakeholders. These regulations will be implemented as a one-time measure and applied only to the August/September 2020 examinations of the academic year 2019-20.

These regulations will be applied uniformly to all the students of this University. In case of specific cases not covered by these special regulations or disputes arising subsequent to their implementation, University shall take appropriate decisions which shall be binding on all concerned.
